Raytheon Professional Services Awarded NATO e-ITEP Development
Raytheon Professional Services LLC (RPS) has received a NATO contract to develop an electronic Individual Training and Education Program (e-ITEP). (see also here for other news on training)
“This is a key milestone in the new NATO training landscape,” said Allied Command Transformation Deputy Chief of Staff Karlheinz Viereck. “e-ITEP will support the goal of delivering the right training to the right people at the right time, allowing individuals arriving at a NATO post to possess the skills and competencies necessary to perform their assigned duties.”
What e-ITEP is?
The e-ITEP will be a web-based commercial off the shelf software application customized by Raytheon Professional Services GmbH for NATO to implement the Individual Training and Education Programme (ITEP).
The ITEP is the programme and management process to match NATO and global partners Education and Individual Training (E&IT) requirements and opportunities and provide synchronised training solutions to fulfil NATO assigned missions in the most effective, efficient and affordable way. The NATO Education and Training Opportunities Catalogue (ETOC) embedded in the e-ITEP includes the training opportunities offered by NATO education and training facilities, as well as from nations, global partners, and other international organisations to integrate their activities and open NATO to a wider community of shared interest, in the spirit of the Comprehensive Approach.
What e-ITEP delivers?
Optimized for use by NATO, Nations, global partners and education & training facilities, the e-ITEP provides the ability to programme and manage Education and Individual Training requirements at all levels. Concentrating firstly on current operations, one of the main products will be the ability to produce individual training plans for those deploying into a NATO post. This training plan will map out the E&IT requirements supplying the when and where these training and education opportunities will be available as well as allowing registration and course administration.
What has ACT done?
In early 2008, a comprehensive study of Education, Training, Exercises and Evaluation (ETEE study) in NATO was initiated by ACT to increase effectiveness, efficiency and affordability in training. The Military Committee (MC) provided direction and Guidance to the Strategic Commanders (SCs) and required a training management system that can identify, classify, catalogue, prioritise and manage all E&IT requirements within NATO to train and educate individuals to NATO common standards. The Joint Force Trainer (JFT) fielded the e-ITEP in response to this requirement. The initial operational capability is projected by September 2011 and the full capability by March 2012.
What continued efforts does ACT have planned for the future?
Commencing in 2013, the intent is to link E&IT activities, coordinated by the ITEP, with collective training and exercises activities, coordinated by the Military Training and Exercise Programme (MTEP), to create a Training Integration Programme (TIP) which will synchronize all ETEE efforts.

The e-ITEP will support the goal of delivering the right training to the right people at the right time allowing the individuals to possess upon arrival to a NATO post the skills and competencies necessary to perform their assigned duties. The system will be internet accessible and allow near-real time visibility by all users to ensure transparency and improve the communication of training requirements and opportunities.
